Theoretical and Empirical Study of Soft Power and Cultural Diplomacy in the Modern Era (Science, Technology and Art)

The purpose of this article is to theoretically and empirically examine soft power and cultural diplomacy in the modern era (science, technology, and art). Cultural diplomacy is a vital tool in the foreign policy of any country that seeks to promote mutual understanding between nations through means such as cultural exchanges, international festivals, and educational exchange programs. Cultural diplomacy is considered a tool for implementing a country's foreign policy in the cultural, scientific, and technical fields and a mechanism for political action with the approach of explaining its culture abroad and sometimes promoting regional or international cultural influence. In addition, cultural diplomacy seeks to strengthen the cultural attractiveness of the country on the one hand and to promote cultural ideas and creativity and demonstrate scientific and knowledge leadership beyond geographical borders on the other. The results of this study indicate that the breadth and depth of complex cultural and social developments in societies and the increase in the capabilities and functions of cultural and public diplomacy in the contemporary world emphasize the necessity that the study and research system of the country's scientific institutions and research fields should be organized appropriately based on the requirements of the international environment and current developments in societies, as well as in the direction of solving the problems and challenges that the country's cultural diplomacy is involved in. Just as the cultural diplomacy apparatus must necessarily organize its policy-making, planning, prioritization, and cultural actions in international arenas based on knowledge-based studies of scientific and research centers. Due to the trust-building and security-creating ability of culture in international relations, the development and sustainability of political, security, and trade relations between nations are also affected by their ability to utilize the capabilities of cultural diplomacy in international relations.
