The increasing nature of climate change requires effective approaches to urban carbon-reducing strategies, and cities have an integral role in mitigating the emissions of greenhouse gases. This paper seeks to evaluate frameworks for reducing urban carbon emissions while using indicators for carbon reduction based on the Intergovernmental Panel on Climate Change (IPCC) recommendations. The methodology includes a comprehensive literature review that examines the existing literature for urban carbon-reducing strategies, as well as recommendations developed by the IPCC. The findings indicate that developing science-based targets for reducing emissions, having IPCC recommendations in urban plans, collaborating with communities and stakeholders, and developing monitoring and reporting practices are key factors for effective climate action. Also, the challenges and barriers cities face in developing these frameworks are discussed as well as recommendations for overcoming barriers. By using indicators to record progress, cities will be more accountable and transparent in achieving carbon neutrality. This paper advances the discussion on urban sustainability by taking a systematic approach to align local action with global climate action, and cultivating urban futures that are resilient.
