Integrated Flood Management: Lesson Learn From Stormwater Management and Road Tunnel (SMART) in Malaysia

The basic cause of flooding in Malaysia is the incidence of heavy monsoon rainfall and the resultant large concentration of run-off, which exceeds river systems. Rapid urbanization within river catchments in recent years have also served to compound the problem with higher run-off and deteriorated river capacity that have resulted in increased flood frequency and magnitude. In reality, floods are one of the most common hazards in the Malaysia, especially in Kuala Lumpur. There is a need to have an Integrated Flood Management (IFM) to be implemented and applied in Malaysia. In 2003, Malaysia’s mega project called Stormwater Management and Road Tunnel or its famous name is SMART Project have been established in Malaysia as one of the important component of Kuala Lumpur Flood Mitigation Projects, is in line with the concept of IFM. It integrates land and water resources development in a river basin, within the context of Integrated Water Resources Management, with a view to maximizing the efficient use of floodplains and to minimizing loss of life and property. Kuala Lumpur Flood Mitigation (KLFM) projects is expected to reduce the flood damage cost in Kuala Lumpur at about RM 80,000 per year. SMART is indeed an innovative and unique flood control solution and it is an environmentally friendly project too.
