ROLE OF DAMS FACING XXI CENTURY CHALLENGES

The speech will deal with the opportunity considering past experiences in the development of river basins in already developed countries as learnt lessons useful addressing the water related challenges that humankind have to face in coming years, especially in the most disadvantaged areas of the world. It is in there zones where population growth, climate change, failure to address basic services of water and energy, demands to technical communities to provide sustainable solutions, not only at local scale but also at basin and global scales. Some data on a global scale, showing the status of the water problem in the world and its impact on the difficulty of achieving the Millennium Development Goals, especially those related to water supply for food, energy and water. The need to change the global energy matrix and the role of hydropower in the near future will largely depend on the perception of dams for communities and the recognition of its enormous strategic value in development. The International Commission on Large Dams created a specific technical Committee to analyze the role that dams have played and have to play on de development and management of river basins. In the recent release of its general report, it shows how still dams can provide a tool to improve water management in river basins. Also the coupling of water and energy concepts in multipurpose schemes will helps, under the principle win-win, to finance other water supply purposes where it’s more difficult to find funds.
