Different factors are contributing to achieving significant reductions in energy consumption in buildings. Therefore, to attain a constructive energy-saving framework, all these factors should be taken into account. The applicable policy can engage occupants in different interventions such as human behavior, decision-making techniques, socio-economic factors, urbanization, etc. This study provided a flexible and multicriteria tool that considers various aspects of residential buildings’ energy-saving strategies. This tool evaluates the impacts of varied factors in implementing an energy policy based on the consumers’ position in initial action integrated with Robust Decision Making (R.D.M.) analysis. The process is applied in an iterative cycle to optimize the results by monitoring whether they are acceptable. The suggested structure should provide helpful information for policymakers, psychologists, and engineers to formulate an optimal energy-saving approach to decrease the overall energy consumption in houses.
