Survey of public-private partnership contracts with an attention to the success criteria of PPP projects

The public-private partnership contract system, or PPP for short, refers to contracts in which the public sector uses the capacity of the private sector and the project risks are shared between each party. Success criteria are indicators that, if realized in a project, will known as a successful project. In this study, using library studies, the success criteria of a large number of PPP projects around the world have been studied. The purpose of this study is to identify the most common criteria for success in projects that have used public-private partnership contracts. Finally, by studying the available resources, ۱۵ effective criteria in the success of PPP projects have been identified and extracted, the most repetitive of which such as reliable performance, quality and satisfactory to users, commitment to time, commitment to budget. And reduce public sector operating costs.
