Spending on health and HIV/AIDS: domestic health spending and development assistance in Iran, 2000–2017

Background: Today, AIDS has become one of the leading causes of death worldwideand is spreading rapidly in developing countries and has a significant impact on the healthand socio-economic development of these countries. AIDS treatment can have a heavyfinancial burden on society. The purpose of this study was to examine the costs associatedwith health and AIDS from 2000 to 2017.Material and Methods: We collected published data on domestic health spending, from 2000to 2017, from a diverse set of international agencies. We also extracted data points aboutHIV/AIDS spending, between 2000 and 2017, from online databases, Iran, and proposalssubmitted to multilateral organizations. We used the join point regression to report annualpercent change spending. Also, we report Financing according to Government spending, Outof-pocket, Prepaid private and development assistance for health (DAH).Results: Between 2000 and 2017, the average annual percent change for Iran total spendingfor HIV/AIDS of 15.6% (95% CI 14.6 to 16.7). In 2017, $150 million (110 million to 220million) was the government spent on health for HIV. Percent change Out-of-pocket, Prepaidprivate and DAH health spending for HIV/AIDS was 16.8% (95% CI 14.4 to 19.4), 31.7%(95% CI 29.3 to 34.1), and 32.7% (95% CI 6.2 to 65.8), respectively.Conclusions: Findings from the study show that in general, the costs of AIDS treatment insociety are increasing in both the public and private sectors. Unfortunately, most of thecommunity's focus is on treating AIDS, and the prevention of the disease has been neglected.Adding to the importance of AIDS prevention is that there is no definitive cure for the disease.Therefore, due to the increasing number of patients, the lack of specific treatment for thisdisease and the high financial burden in the field of AIDS treatment, it is necessary to takemeasures by the government, organizations, health policy makers and health workers to preventAIDS.
