In water splitting electrolysis, oxygen evolution reaction is the most challengeable one because it needs much overpotential, decreasing the water electrolysis efficiency. Accordingly, searching for a catalyst with the least amount of over-potential for water oxidation is inevitable. In this study, the cobalt phosphate complex synthesized by electrochemical deposition resulting in nano morphology noticeably decreased the over-potential and increased the current density. Compared to the newest reported studies, the voltage decreased by 0.1 V and the current density increased up to 200 micro-amp indicating 25% higher efficiency. Cyclic voltammetry, chronoamprometry and polarization techniques were used for corroborating the electro-catalytic improvement and SEM was used for proving the nano morphology. Cobalt-based nano-catalyst has many elements of natural photosynthesis, such as low over-potential, neutral pH and 1 atm pressure at room temperature
