With the increasing growth in the number of IoT devices with wireless interfaces as well as fixed allocation of frequency bands, there are limitations in regulation and reuse of radio frequencies. Recently, many studies have been accomplished in the field of Cognitive Radio (CR) as the only existing solution for re-allocation of frequencies to secondary users when the primary users are not using them. However, IoT devices may be unable to support all CR functionalities. On the one hand, previous researches basically suffer from proper sensing of spectrum usage. Also, some context parameters such as location and time have significant effects on spectrum status that have not been considered properly. Crowd sensing is a suitable solution for widespread sensing of spectrum usage and providing spectrum availability status as a cloud service. This paper aims at introducing a new cloud-based spectrum monitoring platform based on context-awareness which helps IoT devices (as secondary users) to find idle frequency bands. The proposed platform gathers environmental context data as well as spectrum information to prepare more accurate decisions. A preliminary implementation of the framework has been demonstrated as well.
