Role of Science Technology and Innovation Policies in the Innovation System of India

It is widely recognized that technology and innovation are the key drivers of growth performance in the knowledge-based economy. In this process of economic growth, involves large number of stakeholders in generation and application of new knowledge and thus a need for communication, networking and co-operation among producers and users of knowledge. This is an approach toward convergence of knowledge generation and its application across all strata of the society. Thus Science Technology and Innovation (STI) is an effective tool for the transformation of any society. Any nation‟s STI policies are a true indicator of its vision and efforts to strengthen and exploit STI potential for the benefit of that country. This induces policy-makers to create framework of policies for a conducive environment for the production and diffusion of knowledge in the innovation system. Government policies play an important role in nurturing innovation by shaping and strengthening of National Innovation System (NIS) by facilitating networking amongst research and industry and the required specific actors along the innovation chain. In India, though there are government policies and institutions for the creation of knowledge and capabilities, there is continuous need for more consistent approach to put all these efforts (as elements of innovation system) in a coherent manner so as to boost innovation in the country There are several policies existing to bridge the divides between development and deployment in technology space and converge all efforts to link knowhow with technology and then with the trade through innovation networks. The present paper discusses role of government Science Technology and Innovation policies in promoting innovation within the perspective of national innovation system. It illustrates some of those policies enacted in India through some programs which are being implemented to boost innovation in the country.
