Importance of the EGovernance Values in Municipalities

E-governance represents a paradigm shift regarding the role of government and its interaction with citizens. It calls for more citizens participation in the decision-making process provided in electronic forms. Due to the high failure rate of the e-government projects implementation, more attention to this topic is essential. Municipalities are organizations that have extensive interaction with citizens. This study seeks to identify the values of e-governance in municipalities. Based on the definition by United Nation Development Program (UNDP), three core components of an e-governance initiative include: e-administration, e-services and e-participation. Considering this definition, through a systematic literature review, different values of e-governance initiatives in municipalities were extracted from previous works. These values can be used as a guide for designing any e-governance program according to citizens’ values that enhanced the success rate of this program.
