چکیده مقاله:

The aim of this paper is to improve the disadvantage of Tehran's air pollution. Growing number of vehicles in the country and increasing its use are the most important causes of pollution in large cities, especially in mega city of Tehran.As far as, the amount of pollution created by vehicles is calculated between 60 to 80 percent in the city of Tehran. Therefore, we need to strategic management for solving pollution problem. One of the most appropriate planning techniques is SWOT (strengths, weaknesses, opportunities and threats) matrix. For analyzing and ranking appropriate strategies, the new integrated method was used. According to the researches, sixteen strategies have been derived from the SWOT matrix. Among these strategies, the best options are: The use of alternative fuels, particularly natural gas and solar energy, using private sector and educated people in the automotive manufacturing sector to enhance the competitiveness and quality of vehicles produced, Use of skilled and educated people for urban transportation planning and traffic management
