Designing a model based on identifying and ranking pollution risks is one of the most essential requirements in industries, necessity and urgency to design a model with a systematic process based on qualitative analysis of the costs has special significance due to the environment growing threat and pollution crises ahead. so this research has been conducted with the aim of designing a model for pollution risk analysis by an emphasis on quality cost analysis for steam power plants in general and Ramin Ahvaz steam power plant in particular. A questionnaire was prepared using related source and records and also receiving the standpoint of specialist in this field, proportional to different types of risk in thermal power plant industry, and it was validated to finalize its completion by the risks associated experts, and it was ranked using Failure Mode and Effects Analysis (FMEA) concepts by decision making techniques , in next step risk ranking was down through Cost Of Quality (COQ) model and finally by incorporating these two model by using TOPSIS technique a new model were designed that consequently after analysis of such models new rank and risk number were extracted. The results clearly show that using both methods in incorporating technique as well as non-equity of the importance of risk ranking criteria will lead to actual and more different results from two methods that provide better results for the identification of risk according to researchers.
