Quality Management System, Cannot Be Effectively Implemented In Some Organizations Of Iran, Why?

What are the main obstacles in the implementation of effective quality management system? In this study, the major barriers to successful implementation of quality systems as the evaluation criteria are put into two general categories, cultural factors and establishment factors . We administered a survey in a selected state organization in which managers and efforts have not been successful in favorable and effective implementation of quality management system. On the basis of this research, the main factors in the failure of implementation of quality management systems in organizations are a) among the cultural factors the staff resistance and lack of development motivation b) among the establishment factors, the impossibility of correct and appropriate documentation base on ISO0999 models.
