چکیده مقاله:
Hospitals and health care centers have a critical role in disaster situations.They must not only be able to protect their residents and properties but also continuefunctioning without interruption in emergency situation. Aims:This study has been performed in Ferdos neighborhood in ۵th district of Tehran'smunicipality in order to evaluate the seismic vulnerabilityand analyze the effectiveness of health facilities in earthquake. Methods:This case study is based on the applied researchwhich has made use of bothqualitative (RVS and SWOT Analysis)and quantitative (GIS) methods. Findings: this neighborhood location is lied in low level vulnerable seismic zone of Tehran but this study shows high structural vulnerability in some of the health facilities of this area,unsafe communication network and ignorance the building codes in designing of the health facilities' structures. So dysfunction of the health facilities in disaster is probable. Conclusion: Because of the importance of health facilities in earthquake, vulnerability andeffectiveness analysis are necessary in pre-disaster phase. In Ferdos neighborhood, structural and non structural strengthening or relocation of health facilities proposed as soon as possible. providing safety in road communication network, designing a safe transportationplan in pre-disaster and post-disaster phase, land use planning for risk reduction, identifying safe places for emergency evacuation and triage, establishing training program and continued drill, strengthening intersectional cooperation between health facilities, municipality and other executive organization for disaster management can reduce the seismic vulnerability.
