Presenting an evolutionary Model for Developing the Electronic GovernmentServices: with Emphasis on Government-Citizen (G2C)

The current era is information and communication age. Electronic Government (E–G) is one of the ICT usage instances. E–G has ability to prepare fast, up–to–date andhigh quality services to citizens because of its Potential derived from ICT capabilities. Internet issuance of visa, electronic payment of tax and access to information oforganizations & Governmental institutes via web sites, are instances of E – G services. It’s also necessary that countries use E-G as a new approach to come along withglobalization and to reach their development programs objectives. To achieve mentioned goal, it's necessary to have a programmed model. This paper aims to present an evolutionary model for developing of Electronic Government Services with emphasis on G2C Regards to studying case studies. This model has four evolutionarystages including aim, executive resources, strategy and plan. At the first stage, culture building, confidence building and necessary basic changes form in government. In thesecond step, additional changes in government, and active participation of the people, and in the third stage, the adoption is done and updating the system is seen as thelast step.
