Historic environments, as valuable components of the cultural, social, and physical heritage of cities, play a pivotal role in preserving collective identity, strengthening social cohesion, sustaining historical memory, and transmitting cultural values to future generations. Beyond their architectural and historical significance, these environments provide a setting for social interaction, economic activities, and cultural experiences, thereby occupying a strategic position within the framework of sustainable urban development. Nevertheless, many historic districts and heritage areas have experienced increasing functional decline and deterioration in environmental quality over recent decades due to rapid urbanization, changing residential and economic patterns, physical decay, the loss of traditional functions, the outmigration of indigenous residents, declining investment, and deficiencies in urban management and planning systems. Such conditions have frequently resulted in reduced vitality of historic spaces, weakened place identity, and a diminished role of these areas within the social and economic structure of cities. International experiences in urban heritage conservation and revitalization demonstrate that the mere preservation of physical and historical assets is insufficient to ensure the long-term sustainability and viability of historic environments. Rather, the sustainability of such areas requires a comprehensive and multidimensional approach that not only safeguards their historical and cultural values but also enables their adaptation to contemporary societal needs. Within this context, functional regeneration-through the introduction of new and compatible uses aligned with the historical and cultural capacities of heritage settings-alongside the active engagement of citizens, local communities, civil society organizations, and other stakeholders, has emerged as one of the most effective strategies for improving the quality of historic environments. The present study aims to develop a conceptual model for enhancing the quality of historic environments by integrating functional regeneration strategies with social participation mechanisms. The research adopts a descriptive-analytical approach based on an extensive review of library and documentary sources. To this end, the theoretical foundations of urban regeneration, historic area revitalization, sustainable development, social capital, urban governance, community participation, and the adaptive reuse of historic buildings and spaces were systematically examined and analyzed. Subsequently, the key factors influencing the success of regeneration and revitalization programs were identified and synthesized into a comprehensive conceptual framework.
