Non orthogonal multiple access (NOMA) based clustered ultra dense network (UDN) is proposed as a technology to increase coverage and data rate of the network and reduce the control overhead. However, due to the large number of small base stations (SBSs) and dense distribution of them, the interference and also the energy consumption rises significantly. One of the suggested methods to decrease the energy consumption is SBS On/Off switching manner. In this case, a probability, cluster-based energy-efficient joint mode selection of SBS, power allocation coefficients to the users and user association scheme is proposed while the constraint on the minimum required data rate of the users is maintained. The problem is a mixed-integer programming problem, which alternative optimization and variable relaxation methods are utilized to transform it to a convex optimization problem. Proposed algorithm is validated by simulations, and the impacts of system parameters on the network performance.
