A Kanban-Based Framework for Transparent and Accountable Administrative Task Assignment Workflows

Administrative task assignment in governmental organizations often suffers from limited transparency, unclear accountability, and prolonged response times. This paper proposes a Kanban-based framework for transparent and accountable administrative workflows, developed through a case study at the Ministry of Science, Research and Technology. The framework introduces a seven-step process that transforms administrative tasks into trackable workflow items and defines two accountability-oriented indicators: Individual and Departmental Average Deadline Delay. Evaluation using post-deployment operational data against an estimated pre-implementation baseline showed a ۷۹% reduction in average deadline delay by month six, suggesting that the framework improves workflow transparency and accountability.
