Contemporary Dimensions of Public Policy-Making in Public Administration

Public policy-making in contemporary public administration has undergone a fundamental transformation from traditional, hierarchical, and state-centric models toward a multi-level, networked, and complex system. Accordingly, this study adopts a review–analytical approach to examine the contemporary dimensions of public policy-making, its structural challenges, and crisis management mechanisms under conditions of uncertainty. The findings indicate that transnational governance, policy networks, evidence-based policymaking, the role of emotions in the policymaking process, and implementation mechanisms constitute some of the most significant contemporary developments in public policy-making. Conversely, challenges such as policy conflict, the complexity of actor networks, issues related to the internal and external design of public policy, and the influence of the action arena and environmental context significantly affect the quality and effectiveness of public policies. Furthermore, under conditions of uncertainty and crisis, the functions of sensemaking, communication, coordination, and control play a pivotal role in enhancing the performance of the policymaking system. Finally, this study proposes an integrated conceptual framework to explain the relationships among the contemporary dimensions of public policy-making, its challenges, and crisis management.
