food production, storage, and distribution centers are critical nodes in urban food supply chains. however, fire safety regulations governing these facilities are often fragmented, outdated, or poorly enforced. this research analyzes the legal and regulatory framework for fire safety in food facilities in iran, focusing on shiraz metropolis. using document analysis, interviews with ۱۵ regulatory officials and facility managers, and comparison with international standards (nfpa, iso ۲۲۰۰۰), the study identifies key gaps. findings show no single regulation comprehensively addresses fire safety for food facilities. responsibilities are split among multiple agencies with poor coordination. critical gaps include lack of mandatory sprinkler systems for dry food warehouses, no specific provisions for cold storage backup power, and absence of fire safety audits linked to food safety certification. the research concludes that current regulations are inadequate to ensure food security during urban crises and proposes a unified fire safety code for food facilities.
