Post-approval monitoring in Environmental Impact Assessment (EIA) systems remains fragmented, compliance-oriented, and limited in institutional learning. Strategic Environmental Assessment (SEA) complements EIA by providing cumulative and strategic-level insights, yet these systems rarely operate in an integrated manner. This paper presents a fully conceptual framework that integrates Artificial Intelligence (AI) and remote sensing to enable adaptive monitoring, predictive analysis, and continuous feedback across EIA and SEA. Drawing on adaptive governance theory and evidence from environmental assessment literature, this framework positions monitoring as a dynamic governance infrastructure. The framework enhances the capacity of environmental management to anticipate impacts, support decision-making, and bridge project-level assessments with strategic environmental planning. The contribution lies in uniting methodological advances in AI-based monitoring with theoretical advancements in environmental governance and cumulative impact assessment.
