Crisis management in healthcare systems is an essential function that ensures the continuity and resilience of medical services during emergencies such as pandemics, natural disasters, and cyberattacks. This study aims to analyze key factors affecting crisis management effectiveness within healthcare institutions. A mixed-methods research design was employed, combining a systematic literature review and qualitative interviews with ۲۵ healthcare professionals including administrators, frontline workers, and emergency coordinators. Data were analyzed thematically and quantitatively to identify challenges and best practices. Results indicate that effective communication, leadership adaptability, comprehensive training, flexible resource allocation, and psychological support for staff are critical to successful crisis response. Case studies on COVID-۱۹, a regional earthquake, and a ransomware cyberattack provide contextual insights. The study proposes a framework emphasizing resilience, integration of digital tools, and mental health support to enhance preparedness and recovery. Findings contribute practical recommendations for policymakers and healthcare leaders to strengthen health system crisis management capabilities.
