The performance of a pavement is not only a function of the design method, but the success of any project depends on its construction, maintenance and subsequent repairs. Studies show that pavements are usually designed for a period of ۲۰ years, while in practice the operational period of pavements is limited to ۱۰ to ۱۲ years and after this period they are not serviceable without serious repairs. Such pavements are resurfaced one or more times after the operational period to be usable for ۲۰ to ۲۵ years. In view of this, road departments have often concluded that coordination should be established between the planning, design, construction, maintenance and repair stages. In other words, these departments have found a strong need for pavement management. After the developments in ۱۹۶۷ and ۱۹۶۸ in the basic concepts of pavement systems, it became clear that these concepts should be used not only in the design phase but also throughout the entire pavement construction process (from design, construction, and maintenance). This issue was first discussed in ۱۹۷۰, at the Structural Design of Asphalt Pavements Conference held in the state ofTexas was organized by FHWA and universities. The resolution of this conference was to replace the concept of pavement systems technology with the concept of pavement management systems so that the new pavement management system effectively uses pavement technology. This study considers both technical and administrative issues of managing pavement projects with respect to environmental issues.
