This study adopts a multifaceted approach to examine the implications of Turkey’s dam building hydropolitics under the Southeastern Anatolia Project (GAP) for the environmental security of the Hoor al Azim Wetland. By systematically integrating robust prior findings in hydrology and remote sensing, the research demonstrates a significant association between the impoundment of the Ilisu Dam and the intensification of the wetland desiccation crisis. Reassessing the available scientific evidence, the study identifies recent fires and dust storms not as natural events, but as direct consequences of the disruption of the wetland’s environmental water entitlement (environmental flow). By establishing a coherent linkage between technical documentation and principles of international law, the article substantiates the materialization of transboundary harm and the responsibility of the upstream state, and provides an evidence based foundation for proactive water diplomacy.
