Environment or Development? Applying a New Conceptual Model by Discourse Analysis

In this paper, we pursued abduction as a form of logical inference. Reviewing four decades of discourse analysis in environmental policy making shows us the emergence of three distinct periods: Introduction Phase, Conceptual Construct Phase and Case Studies Phase. We begin with a brief discussion of the ontology, epistemology and methodology over these four decades of research as a gap in this research field. As a result, we apply a new model based on the relationship between power and discourse in the epistemology section and then sketch their relationship in distinct environmental discourses of Timothy Luke, Angela Oels and Elizabeth Hufnagel. This model consists of tree shape: conflict, interwoven and subset relation between environment and development. Also, we introduce power relation versus overlap relation. Finally, it seems that we encounter two different cycles in our environmental policy making. We should decide how to move in line between sustainability and resilience.
