The increasing age of transportation infrastructures, coupled with growing traffic demand and climate-induced extreme events, has intensified the need for intelligent and proactive monitoring systems to ensure structural safety and operational reliability. Structural Health Monitoring Systems (SHMS) have been widely adopted to assess the condition of bridges, tunnels, and road infrastructures; however, their outputs are typically confined to infrastructure managers and are rarely communicated directly to road users. This paper proposes a sensor-integrated, user-oriented SHMS framework that extends conventional monitoring systems toward real-time risk-based warning dissemination for smart transportation networks. The proposed framework fuses data from structural sensors, traffic counters, and environmental monitoring systems with mobile-based user localization to dynamically assess infrastructure-related risks. A quantitative risk scoring model is developed by integrating structural, traffic, environmental, and operational risk components. When predefined risk thresholds are exceeded, the system automatically generates location-specific SMS and mobile notifications to alert road users. The proposed architecture enables the transition from passive infrastructure monitoring to an interactive decision-support system, enhancing road safety, reducing response time during hazardous conditions, and supporting preventive maintenance strategies. The framework aligns with the objectives of Intelligent Transportation Systems (ITS) and smart city initiatives and offers a scalable solution for future sensor-driven transportation safety applications.
