This study aims to improve the performance of the NGL ۳۲۰۰ pipeline project through strategic risk management aligned with the ISO ۳۱۰۰۰ framework, using an integrated Balanced Scorecard (BSC) and SWOT analysis approach. Given the complexity and high-risk profile of oil and gas projects, the proposed framework enables the systematic identification, evaluation, and control of project risks. By combining SWOT analysis with the multidimensional structure of the BSC, the study develops targeted strategies to enhance project efficiency and risk mitigation. The hybrid model facilitates effective risk prioritization and strengthens managerial decision-making by aligning financial, internal process, learning and growth, and stakeholder perspectives. Case study findings confirm the framework's effectiveness in reducing unforeseen costs and improving project sustainability. The proposed approach presents a robust and adaptable methodology for enhancing risk-informed performance in large-scale energy infrastructure projects.
