Resilient systems and organizations exhibit specific characteristics, including management commitment, a culture of reporting, continuous learning, awareness, preparedness, and flexibility. By aligning each of these indicators with their respective scope, potential data sources can be identified, and the performance level of an organization or project can be assessed using feedback from employees and managers at various levels. In this study, two diagnostic questionnaires were initially designed to assess resilience and identify crisis vulnerabilities in projects. Subsequently, the relative importance of resilience indicators in the oil and gas industry was ranked using Data Envelopment Analysis. This approach helps uncover improvement opportunities and manage organizational threats by evaluating how resilience indicators mitigate the impact of vulnerabilities in project weaknesses. The proposed framework can be effectively applied in oil and gas companies as part of a diagnostic assessment to enhance organizational resilience.
