In the post-conflict environment of Syria, the revival of the country's economy has an important place in its political and economic development. The economic situation of Syria and the resumption of diplomatic relations with regional and international actors are the most important issues for the Syrian government to re-adopt the policy it had adopted before the beginning of the Syrian crisis to get out of the economic crisis. Therefore, the actions of the Syrian government to establish and deepen diplomatic relations with regional and international actors during the last two years led to positive achievements. Among other things, the deepening of cooperation with the UAE, Oman, Bahrain, and Jordan, as well as reconciliation with Egypt, Saudi Arabia, Tunisia, and Algeria, and the recent visit of Bashar al-Assad to China have created a positive trend. Also, the return of Syria to the Arab League can be turned into an opportunity that leads to the strengthening and economic improvement and reconstruction of Syria. In this regard, Bashar al-Assad started the "Five Seas Strategy" in ۲۰۰۴ to promote regional cooperation, based on the country's cultural heritage and future vision. The present study also tries to answer the question of what role the Five Seas strategy has in the maritime economy of Syria. The research hypothesizes that this project plays an important role in the development of the strategies of the Syrian maritime economy and the "Peace through Development Plan" and the "Five Seas Strategy" can provide positive solutions for the development of Syrian economic cooperation and peace in the region by combining with the Belt and Road Initiative (BRI) by rebuilding Southwest Asia and creating a network of infrastructure due to Syria's geopolitics (intersection of the Mediterranean Sea, Indian Ocean). It is worth noting that after the fall of the Syrian government, the IMEC corridor was established to prevent the country's economic revival and, in a sense, to wage economic war along the corridor to supply gas to the Zionist regime.
