The rapid integration of digital platforms, artificial intelligence (AI), and blended learning has transformed English language teaching (ELT), offering novel opportunities for personalized instruction, learner engagement, and autonomous learning. This descriptive study investigates how these technologies are implemented and perceived in non-Western educational contexts, focusing on teachers, learners, and institutional stakeholders. A total of ۱۲۰ participants, including ۴۰ English language teachers, ۷۰ EFL university students, and ۱۰ institutional stakeholders, contributed data through questionnaires, semi-structured interviews, classroom observations, and document analysis. Quantitative findings indicate high engagement with digital platforms, moderately frequent use of AI tools, and strong learner preference for blended learning, alongside moderate challenges related to technology integration. Qualitative results highlight the pedagogical benefits of AI-generated feedback, enhanced learner interaction, and the importance of institutional support for effective implementation. The study concludes that AI-supported blended learning positively impacts instructional efficiency, learner motivation, and engagement, while emphasizing the need for teacher training, reliable infrastructure, and careful pedagogical design. These findings provide evidence-based insights for educators, curriculum developers, and policymakers seeking to optimize technology-enhanced ELT practices.
