The insurance sector is undergoing rapid change, prompting regulators worldwide to adopt future-oriented supervisory approaches that are proactive, risk-based, and technology-driven. This paper provides a comprehensive overview of future-oriented insurance supervision, drawing on international standards and local insights. We review literature on the evolution from traditional compliance monitoring to risk-based and forward-looking supervision, highlighting key frameworks from the International Association of Insurance Supervisors (IAIS), the OECD, World Bank, and others. A regional comparison examines how various jurisdictions – from advanced markets implementing Solvency II-style regimes to emerging markets embracing risk-based solvency – are aligning with global trends. We identify core pillars of future-oriented supervision, including risk-based capital adequacy, proactive risk identification (e.g. stress testing), supervisory technology (SupTech) adoption, and robust consumer protection. Institutional requirements for implementing these approaches are discussed, emphasizing legal reforms, skilled human resources, and digital infrastructure. Through case studies (United States, European Union, China, and Iran’s past efforts), we illustrate successes and lessons in modernizing insurance oversight. Finally, a tailored roadmap for Iran’s insurance industry is proposed, with short-, medium-, and long-term steps (e.g. updating solvency standards, developing real-time data monitoring systems, and enhancing supervisory capacity) to achieve a more adaptive and resilient regulatory regime. The paper concludes with policy recommendations to ensure Iran’s supervisory framework not only safeguards policyholders but also supports innovation and market development. The insights aim to assist policymakers and regulators in preparing Iran’s insurance supervision for future challenges and opportunities.
