Hybrid Economic Zones (HEZ) and Risk Management: The Role of Citizen Education and Synergy with the Red Crescent

This paper examines Hybrid Economic Zones (HEZ) as emerging spaces where industrial activity and urban settlement intersect, creating complex risk environments. The aim is to design a governance framework that strengthens resilience through synergy with the Red Crescent and structured citizen education. The research applies policy analysis, document review, and scenario-based modelling in a petro-industrial HEZ to identify legal, operational, and social gaps. Results show insufficient shelter capacity, weak evacuation logistics, and limited public preparedness. The proposed integrated model joint command, mission-oriented training, and environmental trigger-based response enhances time-to-shelter, service continuity, and public trust, delivering people-centred risk governance.
