Culture Management and Economic Development: Challenges and Opportunities in Sustainable and Smart Urban Management with Artificial Intelligence

The rapid expansion of advanced technologies, particularly artificial intelligence (AI), has brought about a fundamental transformation in urban management and planning strategies. AI-based tools offer city managers the ability to conduct intelligent analyses, optimize infrastructure, control pollution, manage resources more efficiently, and support data-driven policy-making. These advancements contribute significantly to enhancing the quality of urban services and improving citizens’ well-being. By focusing on key domains such as infrastructure development, environmental monitoring, crisis prevention, and smart resource allocation, this article examines the opportunities created by AI in sustainable urban governance. At the same time, it highlights the challenges associated with ethical concerns, data privacy, technological discrimination, and infrastructural deficiencies that may hinder the effective implementation of this technology. Employing a descriptive-analytical approach and drawing on international experiences, the study explores both the positive and negative dimensions of AI in the pursuit of sustainable cities. The findings indicate that effective use of AI requires robust infrastructure, clear legal frameworks, ethical guidelines, and active citizen participation. This research aims to provide a comprehensive understanding of the opportunities and obstacles shaping AI-driven urban governance and proposes strategies for leveraging its capacity to foster sustainable urban development.
