Hydroelectric power plants play a critical role in maintaining grid stability due to their fast response to load variations. This paper proposes an optimal control strategy based on the Linear Quadratic Regulator (LQR) to regulate the power output of hydroelectric power plants, ensuring enhanced frequency and voltage stability in power systems with high penetration of renewable energy sources. A dynamic model of the hydro-turbine and governor system is developed in state-space form, and the LQR controller is designed to minimize frequency deviations and optimize power output under varying hydrological and load conditions. Simulation results, conducted using MATLAB, validates the performance of LQR-based controller.
