Occupational health and safety management has become a global priority due to the increasing workplace hazards and regulatory demands. Despite the existence of various Occupational Health and Safety Management Standards (OHSMSs), such as ISO ۴۵۰۰۱, OHSAS ۱۸۰۰۱, and ILO-OSH ۲۰۰۱, organizations often struggle with choosing and effectively implementing the most suitable framework. This study aims to analyze and compare these standards to identify their core similarities, differences, and effectiveness in improving workplace safety. A mixed-method research design was employed, combining content analysis of standard documentation with quantitative data collected through structured questionnaires distributed to ۶۰ safety managers in the Iranian manufacturing and construction sectors. The research tools were validated using expert review and reliability testing (Cronbach’s alpha = ۰.۸۶). Descriptive and inferential statistical methods were used to analyze the data. The results indicate that ISO ۴۵۰۰۱ offers the most integrated and modern framework, particularly in promoting worker participation and continual improvement. However, organizations report significant challenges in implementation, including lack of top management support and limited resources. The findings show a positive correlation between adopting ISO ۴۵۰۰۱ and reduced workplace incidents although success heavily depends on organizational readiness and context. The study concludes by proposing a hybrid model that integrates the strengths from all three standards while offering flexibility for local adaptation. These insights contribute to more effective occupational safety management practices and support policymakers in developing a supportive infrastructure for standard adoption.
