Today, human resources (HR) has gained significant importance as one of the essential pillars of an organization’s survival. The emergence of Artificial Intelligence (AI) in this field has led to fundamental changes, presenting numerous challenges and opportunities. Over the past few decades, the role of HR has evolved from a clerical function to a strategic contributor. In this transformation, AI, with its capabilities in data analysis, machine learning, and automated decision-making, has become a powerful tool that revolutionizes HR practices. This review focuses on five core HR functions: performance management, recruitment, employee engagement, workforce planning, and learning and development. It synthesizes recent studies and real-world applications to highlight how AI enhances efficiency, reduces bias, and supports talent development. Additionally, widely adopted platforms such as IBM Watson Talent, Oracle HCM, and SAP SuccessFactors are examined. Despite its many advantages, the paper also explores the challenges of AI, including algorithmic bias, lack of contextual understanding, and overreliance on historical data. Based on the findings, the effective use of AI in HR offers substantial benefits and leads to both operational and strategic cost reduction. However, overlooking its limitations and risks may result in exponentially higher organizational costs.
