Protection of citizen rights is dependent on the civil responsibility of the government

Protecting citizens' rights as one of the government's commitments provides the necessary conditions for better implementation, and citizens will be able to achieve their legal rights in the best possible way. Governments have obligations to protect the health of citizens, and if the government fails to fulfill its obligations and causes damage to citizens, the government must undoubtedly compensate for the damage caused. Especially since the government is fully responsible for providing public health and meeting medical needs, in accordance with the nation-state covenant and international agreements and obligations. Therefore, the civil responsibility of the government means responsibility arising from the activities of the government. Therefore, it will be stated in this article that the responsibility of the government may arise from failure to perform duties towards the people, undesirability of performing duties, or delay in performing the duties and obligations of the government towards the people.Therefore, the civil liability of the state may arise from the actions of the state or government employees who have played a role in the emergence of factors that affect people's health, or who have failed to do so in circumstances where they had the power to prevent or solve it. This study was carried out using a descriptive-analytical method to apply this right as a fundamental right to prove that the protection of citizenship rights depends on the civil liability of the state.
