This paper examines the concept of positive discrimination for war veterans as articulated in various international documents, treaties, and conventions. Positive discrimination, or affirmative action, aims to address historical injustices and provide equitable opportunities for marginalized groups, including veterans. This analysis highlights key international instruments, assesses national implementations, and discusses the implications of these frameworks on veterans' rights and welfare, including relevant case law from the European Court of Human Rights.
