چکیده مقاله:
The rapid evolution of digital technologies and the global acceleration of virtual communication—especially in the wake of the COVID-۱۹ pandemic—have fundamentally altered the landscape of urban management and planning. As cities grapple with the need to accommodate shifting patterns of interaction, mobility, and service delivery, virtual communication has emerged as a central force redefining the functionality and structure of urban systems. This paper explores how the integration of digital communication technologies is shaping the planning and governance of future cities, with particular attention to smart governance, spatial reconfiguration, and civic engagement. The research draws on statistical data, international case studies, and urban informatics literature to identify the core challenges and emerging requirements that urban managers must address. Key themes include the rise of digital governance platforms, the deployment of real-time monitoring systems, the spread of digital twin models in planning, and the growing importance of broadband infrastructure as a form of urban equity. Case studies from Seoul, Singapore, Amsterdam, and Tehran are examined to illustrate diverse approaches to embedding virtual communication in urban frameworks. The findings indicate that cities must move toward hybrid planning models that balance physical and digital environments, enhance digital inclusion, and develop regulatory frameworks to ensure privacy, accessibility, and resilience. Challenges such as digital inequality, cybersecurity risks, and the potential erosion of physical public spaces are also critically discussed. Ultimately, the paper argues that virtual communication should not be viewed as a parallel layer to urban systems but as a core component of future-ready city planning. By proactively integrating digital strategies into urban governance and infrastructure, cities can ensure more inclusive, responsive, and adaptive environments capable of meeting the demands of ۲۱st-century life.
