Decision-making in urban planning, as one of the most critical stages of urban management and planning, directly impacts the quality of life, environmental sustainability, and economic development. In recent decades, decision-making theories have been applied across various domains of urban planning, including urban design, transportation, sustainable development, and the management of natural resources and green spaces. This review article aims to examine the key concepts, models, applications, and challenges associated with decision-making theories in urban planning. It begins by introducing various decision-making theories and analyzing their core concepts. Subsequently, common decision-making models in urban planning, such as Multi-Criteria Analysis (MCA), group decision-making, and fuzzy decision-making, are introduced and evaluated. The findings reveal that although these models offer significant strengths, they face limitations and challenges, including computational complexity, the lack of accurate data, and the influence of social and cultural factors. Finally, through a comparative analysis of the models and an examination of global experiences, recommendations for future research and practical solutions are provided. This article serves as a valuable reference for researchers and urban decision-makers, aiming to improve urban decision-making processes and achieve sustainable development.
