Due to the lack of sufficient data, the complexity of urban system, and the dynamics of cities, modeling urban resilience is a challenging process. An urban resilience model is not simply an 'outcome' or a 'product,' but rather a 'continuous' process. In this regard, it cannot be considered a single loop but rather a set of ongoing and progressive loops. The importance of the 'time' factor also makes resilience a three-dimensional concept since it considers equilibrium and evolutionary approaches as well. This article introduces a new model developed for assessing and improving earthquake resilience in urban neighborhoods. To this end, different studies were evaluated to determine factors that affect the resilience of neighborhoods. The proposed model, named 'Helix,' consists of several consecutive layers. According to the proposed Helix model, the first loop assesses neighborhoods' physical and social resilience against earthquakes and depicts the practical interventions for improving resilience at the neighborhood. Then, one neighborhood was selected to test the model. Results of the study indicate that the new model can be used as a decision-making tool for assessing and improving resilience at the neighborhood level with a continuous perspective of resilience plans.
