This study aims to comprehensively evaluate the National Artificial Intelligence (AI) Document of the Islamic Republic of Iran. Utilizing a theoretical framework of science and technology policy, this research analyzes the structure, content, and implementation process of the document. The primary objective is to identify the strengths, weaknesses, opportunities, and challenges in the implementation of the document, adopting a critical approach based on Islamic and Iranian values. The research methodology is based on content analysis of the document and comparative studies. The findings indicate that while the National AI Document possesses strengths such as emphasizing ethical principles, addressing national priorities, and taking a comprehensive approach, it faces challenges including a lack of clarity in objectives and actions, a lack of implementation details, insufficient attention to the private sector and international issues, and the absence of precise monitoring and evaluation mechanisms. Based on these findings, specific recommendations are provided to improve the document and its implementation process. These recommendations include defining clearer objectives, addressing implementation challenges, strengthening the role of the private sector and civil society, establishing effective monitoring and evaluation mechanisms, and defining a strategy for review and updating. This study aims to provide a scientific and accurate assessment of the National AI Document of Iran, contributing to the improvement of policies and programs for the development of AI in the country.
