An Introduction to the Method of Preparing Structural-Strategic Plans With the Strategic-Operational Outsourcing Plan of Cities

Structural-strategic plans serve as one of the key tools in urban planning and play an important role in sustainable development and efficient city management. This article aims to investigate and analyze the methods of preparing these plans by examining the theoretical and empirical frameworks of strategic-operational planning in cities. In the literature review section, key concepts and various approaches to strategic planning are discussed, and examples of international experiences are analyzed. In the discussion and findings section, the existing challenges and opportunities in the formulation and implementation of these plans are explored, emphasizing the importance of flexibility, stakeholder participation, and the utilization of modern technologies. The results indicate that strengthening inter-sectoral collaboration, employing participatory methods, and leveraging new technologies are essential for the successful implementation of these plans. Finally, suggestions for improving the process of formulating and executing strategic plans are presented, which can contribute to enhancing the quality of urban management.
