Human resource management (HRM) is a cornerstone of organizational success, influencing the achievement and sustainability of businesses across various industries. The insurance sector, as a crucial player, is no exception to the profound impact of HRM practices. This research embarks on a comparative exploration, focusing on the application of competency-based selection within the insurance industry in two distinct contexts: Iran and developed countries. This research aims to contribute to the understanding of how HRM practices, particularly competency-based selection, impact the insurance industry's performance in Iran and developed countries.Methodology: The present study is a library and descriptive review. The target population encompasses all insurance companies worldwide, including those in Iran. Data related to the human resource selection process were collected through searches of reputable sources and reference books on human resource management. The data were collected separately, and a discussion was held regarding the common and fundamental patterns of human resource selection. It is worth mentioning that the opinions of government and private sector managers in insurance companies in Iran regarding human resource management and the phenomenon of nepotism were also obtained.Findings: The study of the human resource competency-based selection process in Iran and developed countries indicates that, in the paper scenario, some criteria vary due to cultural, values, and social differences in each country. However, criteria such as expertise, proficiency, and job literacy are consistent across all these countries and are considered in the selection of human resources. Nevertheless, with a deeper examination of human resources in insurance companies, especially in state-owned insurance companies in Iran, we identify the phenomenon of nepotism, which has presented the organization with challenges in the field of human resources
