Background and purpose: Professor Miri Delmas Marti in his book titled "Globalization of Law; "Triple Challenges" presents three challenges regarding the globalization of rights under the headings "Is it possible?" "Is that reasonable?" and "Is it desirable?" raised and by examining these three challenges, they have reached the conclusion that the criminal policy has also become global by passing through these three filters, this research was written with the aim of investigating the foundations and effects of universal criminal policyMethod: This research was done with a descriptive-analytical method.Findings: The globalization of law was initially considered as one of the basic challenges of the world, but today it has been proven to the whole world that globalization has strong philosophical and legal foundations, and in order to ensure global coexistence, it has moved towards the globalization of criminal policy. The performance of international actors is also promising in this regard.Conclusion: While examining the universal philosophical and legal foundations of criminal policy, this research investigated the ruling effects of this field and reached this conclusion; Despite the judicial doubts, the weakness of international legislation and the non-democratic monarchies of "monarchy in structures such as the United Nations Security Council", the world community has moved from a state of political balance to political peace, but it has challenges that this research deals with in detail. is
