The phenomenon of mass migration of educated people, academics and scientists of one country or society to other countries is called brain drain, which usually occurs due to the lack of job opportunities, political and military conflicts, and life risks. Emigration of elites, as the best human capital, is one of the management issues of underdeveloped countries, and these countries face the flow of human capital transfer to developed countries if they need to use their chosen human capital for economic growth. Brain drain has a direct and indirect effect on the progress and development of societies. Therefore, trying to maintain and employ skilled workers is one of the priorities of today's societies. To prevent the phenomenon of brain drain, its causes and consequences must be identified before any action. Every country has a lot of human resources that contribute to the development of a society. Every government is obliged to make the most of these people, whom we call brains, for the development of their country. In many developed countries, they make the best use of these new forces. These developments are in economic, scientific, etc. fields. The phenomenon of large-scale migration of educated people, academics and scientists of one country or society to other countries is called brain drain, which usually occurs due to the lack of job opportunities, political and military conflicts, and life risks. Therefore, identifying the contexts, reasons and consequences of the brain drain phenomenon requires further explanation and research. So far, various researches have been conducted on the migration of Iranian elites. Therefore, this research was conducted with the aim of analyzing the causes and consequences of brain drain and its effects on the development of human resources using qualitative paradigms and the basics of grounded theory.
