چکیده مقاله:

The principles and foundations of human rights, which areformed according to human dignity and status and its existentialphilosophy, which is to elevate human dignity and dignity, determinethe limits and gaps for the recognition and understanding offundamental human rights. The right to education is one of thefundamental human rights of children and adolescents, which is thebasis for understanding other rights; And it is considered one of thebasic components of human dignity and dignity. The right toeducation is a very broad right that includes all three generations ofhuman rights. Therefore, it is one of the most important types of rightsthat governments must provide. On the other hand, children andteenagers who are kept in correctional centers or prisons are amongthe groups at risk of violating human rights, and in terms of theconditions they live in, the possibility of ignoring them and violatingtheir basic rights and freedoms is more than others. human groups, sothe present article has come to the conclusion by descriptive andanalytical method by studying library sources and legal documentsand regulations that Criminal policymakers at the international level,while recognizing this right for all citizens in public documents, alsoin special documents, including the rules of the United NationsCommittee on how to treat prisoners, the rules of the United NationsCommittee on Criminal Justice for Children and Adolescents, and therules of the United Nations In order to support the teenagers who aredeprived of their freedom, they have foreseen it for the imprisonedchildren. In addition, the criminal policy makers at the national levelalso in the supra-legislative laws, the legislation to recognize this rightfor all citizens and in the sub-legislative laws on the need to benefitfrom the right to education for imprisoned children, including theexecutive regulations of the organization of prisons and security andeducational measures of the country, regulations The care center after the release of the prisoners and the statutes of the Prisoners SupportAssociation have been discussed. The prediction of this feature showsthe right to education; that criminal policymakers at the internationaland national level have paid attention to the nature of the right and itsdemand for all citizens; Whether some of them are criminals or notcriminals; And this is a right that every citizen in the society,including children and teenagers deprived of freedom, enjoys becausethey are human.
