چکیده مقاله:

توجه به ارزیابی طرح ها در بخش عمومی یا دولتی از اهمیت بسزایی برخوردار است چراکه بعضا انگیزه اقتصادی برای استفاده ی کارا از منابع در این بخش نسبت به بخش خصوصی کمتر بوده در حالی که دامنه اثرات طرح ها در این بخش بسیار وسیع است. استفاده از یک نرخ تنزیل اجتماعی روزامد و صحیح می تواند سطح رفاه حاصل از سرمایه گذاری در این بخش را حداکثر نماید. طی سال های اخیر و به دلیل نوسانات شدید اقتصادی، نرخ های تنزیل اجتماعی برآورد شده ی پیشین قابل استفاده نبوده و لازم است بر اساس شرایط اقتصادی به روزرسانی شوند. بنابراین، پژوهش حاضر به دنبال پاسخ به این پرسش است که نرخ تنزیل اجتماعی چقدر است. بازه زمانی این مطالعه سال های ۱۴۰۰-۱۳۶۵ است. وجه تمایز این مطالعه با مطالعات داخلی پیشین در استفاده از دو رویکرد شواهد رفتاری و رویکرد ارزش های آشکار شده برای استخراج این نرخ در ایران است. اجزای نرخ تنزیل اجتماعی در این مطالعه شامل نرخ رشد مصرف سرانه حقیقی، کشش مطلوبیت نهایی مصرف و نرخ مرگ ومیر است. بر اساس یافته های این پژوهش، نرخ تنزیل اجتماعی بر اساس دو رویکرد شواهد رفتاری و رویکرد ارزش های آشکار شده به ترتیب برابر۶۷/۴ و ۷۰/۴ درصد به دست آمد که میانگین آن ها ۶۸۵/۴ درصد خواهد بود
