The Role of GIS in Smart City Initiatives: A Review of Strategies and Municipal Cost Reduction

The rapid urbanization of the world's population has led to an increasing interest in the development and implementation of smart city initiatives, which leverage advanced technologies such as Geographic Information Systems (GIS) to improve the efficiency and sustainability of urban environments. This systematic literature review examines the role of GIS in smart city initiatives, focusing on strategies that contribute to cost reduction and resource optimization in municipal operations. Using a comprehensive search strategy, we identified and analyzed relevant articles to answer the research question: How does the integration of GIS in smart city initiatives lead to cost reduction and resource optimization in municipalities? Our review reveals that GIS applications can significantly contribute to cost reduction and resource optimization in various urban planning and management processes, including infrastructure asset management, disaster management, and emergency response. Moreover, the integration of GIS with other smart city technologies such as IoT, big data analytics, and AI can enhance the capabilities of GIS and enable more sophisticated analyses and decision-making processes. The review also identifies challenges, gaps, and areas for future research, particularly in terms of stakeholder engagement, privacy concerns, and the uneven distribution of benefits and resources resulting from GIS-based smart city initiatives. Our findings emphasize the critical role of GIS in smart city initiatives and the potential impact of these technologies on municipal operations and finances.
